The following written and graphic proposal, has been reviewed and
approved by the NPS Partnerships Office, the National Capital Regional Director's Office, the National Mall & Memorial Parks,including the Office of the Superintendent and the Permit Office, Unilever/ Lipton, and the National Park Foundation.

1. Increase size of "Healthy Living - Healthy Parks", for guidance see Signs and Advertising regulations: See below

2. The design of the float must comply with the following Congressional
established NPS Regulations for Signs and Advertising.

Signs and Advertising: Federal parkland may not be used for the promotion or advertisement of commercial brands, products or services. The role of donors or sponsors of special events or activities may be recognized, but the method of recognition must be in keeping with NPS policy and regulations, appropriate to the scale and theme of the event, and approved in advance by the Superintendent. For example:

* Commercial notices or advertisements shall not be displaced, posted, or distributed at the event. No structures representing commercial products, or models or replications of commercially produced products or merchandise may be displayed.

* Signs or banners which specifically identify or announce the event or
portion of the event may be permitted. Commercial sponsors may be
recognized on signs or banners, by letters or logo not to exceed one-third the height and width of the primary lettering identifying the event or portion of the event. The overall size and design of any signs or banners shall be appropriate to the park setting. Signs and banners may not be affixed to existing trees or other NPS facilities or structures. All signs and banners must have prior approval of the Superintendent.

* Soliciting personal information such as names, addresses, telephone
numbers, Zip Codes, etc., or any other such information which may be used for future solicitation or marketing purposes is strictly prohibited.

* The distribution or give-away of a commercial product may be allowed if it is something that may be consumed at the event site such as prepackaged juices or popcorn.

3. The revised design concept eliminates the having a Park Ranger and
horseback rider as part of the float. It also eliminates the large NPS
arrowhead at the rear-end of float.

4. The Lipton logo proposed earlier for the side of the float will be
replaced by the NPS approved Healthy Parks-Healthy Living slogan with the three logos—Lipton, NPF and NPS arrowhead. A copy of the approved logos and slogan is at the bottom of the attached 2005 Trails Forever poster.

5. The revised design concept includes use of the NPS approved Healthy
Parks-Healthy Living slogan and logos at the rear of the float.

6. The revised design concept does include a 4' rotating cube, at the
front of the float, that will display:
a. Two sides with the approved Healthy Parks-Healthy Living Minimum
Daily Recreation Requirement card. The Minimum Daily Recreational
Requirement information will be taken from the approved Rack Card.

b. The National Mall & Memorial Parks logo. See attached logo.

c. The National Park Foundation logo.

7. The revised concept design includes two panels in the back of the
float. One panel will urge people to: “Get Out, Get Active and Get
Healthy”—see approved Rack Card. The second panel will be the main logo from the Greater Washington National Parks.


8. The back of the float will include an arch that will display the slogan “Healthy Parks-Healthy Living”.

9. The float concept will follow the revised drawing provided by Nancy
Aust and Glenn Eugster

10. Four people will ride the float. They will be volunteers or
individuals agreed to by NPS, NPF and Unilever/ Lipton. There will not be uniformed Park Rangers on the float. To ensure safe passage for the
float-riders there will be handrails for each of the individuals to use.
