PARTNERSHIPS PROGRAM

NPS-NATIONAL CAPITAL REGION

PROGRAM PURPOSE: TO FIND WAYS TO USE PARTNERSHIPS TO HELP

NPS PARK AND PROGRAM MANAGERS, AND COMMUNITY LEADERS MEET

NATIONAL, STATE AND LOCAL GOALS AND OBJECTIVES WITHIN THE

POTOMAC RIVER WATERSHED. 14 PARK UNITS, NUMEROUS SITES--ALL

WITHIN THE WATERSHED--20% OF DISTRICT.

NCR'S PARTNERSHIP PROGRAM INCLUDES: PARTNERSHIPS BETWEEN

NPS AND COMMUNITIES AND GROUPS; CHESPEAKE BAY ASSISTANCE;

INTERNATIONAL EXCHANGES; AND ACTIVITIES OF THE POTOMAC

AMERICAN HERITAGE RIVER INITIATIVE.

NO BROWNFIELDS PROGRAM OR COORDINATOR. HOWEVER, NPS HAS A:

RIVERS, TRAILS AND CONSERVATION ASSISTANCE PROGRAM THAT

PROVIDES TECHNICAL, AND SOME FINANCIAL, ASSISTANCE TO

STATES, LOCAL GOVERNMENTS AND THE PRIVATE SECTOR FOR

CONSERVATION AND RECREATIONAL USE PROJECTS. ROBERT POTTER

ALSO, AS A RESULT OF RIVERS & TRAILS WORK, NPS IS

WORKING WITH EPA ON SOMETHING CALLED GROUNDWORK. FUNDS

FROM EPA'S BROWNFIELDS PROGRAM GO TO NPS AND GROUNDWORK USA

TO HELP COMMUNITIES WITH ECONOMIC AND ECOLOGIC REGENERATION

PROJECTS. EPA IS SUPPORTING GROUNDWORK PROJECTS IN NUMEROUS

CITIES AND EVIDENTALLY IS INTERESTED IN DOING A PROJECT IN

WASHINGTON, DC. PROJECTS COME WITH $100,000 IN SUPPORT.

CLOSER TO HOME, NATIONAL CAPITAL REGION IS WORKING WITH

EPA'S OFFICE OF INTERNATIONAL ACTIVITIES TO COLLABORATE

WITH BROWNFIELD COMMUNITIES IN OTHER COUNTRIES. CURRENTLY

WE ARE DESIGNING AN EXCHANGE BETWEEN THE US (WITHIN THE

POTOMAC WATERSHED) AND GERMANY TO LOOK AT URBAN WATERFRONTS

AND WATERSHEDS. EPA, NPS, HUD AND A PRIVATE GROUP--THE

GLYNWOOD CENTER, ARE PLANNING FOR A HOME & AWAY EXCHANGE

WITH GERMANY WHICH WILL INCLUDE SUCH COMMUNITIES AS EMSCHER

PARK AND NORDHORN. FOR INFORMATION LOOK AT THE EPA WEB

WITHIN NCR WE ALSO HAVE HAD EXPERIENCE ASSISTING

BROWNFIELD COMMUNITIES. SPECIFICALLY WE HAVE ASSISTED THE

PORT OF CAPE CHARLES, VA WITH THEIR SUSTAINABLE TECHNOLOGY

ECOLOGICAL INDUSTRIAL PARK--THE FIRST ONE DESIGNATED IN

AMERICA. CAPE CHARLES IS A SHOWCASE COMMUNITY. TIM HAYES

IN ADDITION, WE HAVE ASSISTED TIM COLLINS WITH THE NINE

MILE RUN PROJECT IN PITTSBURGH, PA. TIM'S GROUP FOCUSED ON

RECEIVED EPA SUSTAINABLE DEVELOPMENT AND BROWNFIELDS FUNDS

TO HELP REGENERATE A SMALL WATERSHED SEVERLY IMPACTED BY

THE STEEL INDUSTRY. TIM'S APPROACH EMPHASIZES THE CULTURAL

END OF RESTORATION ECOLOGY--CHANGING THE WAY WE RELATE TO

OUR NATURAL SYSTEMS AND AMENITIES.

BROWNFIELDS FITS INTO NCR'S WORK WITH WASHINGTON PARKS &

PEOPLE, THE DC PARKS & RECREATION DEPT. AND THE US FOREST

SERVICE AND NATURAL RESOURCE CONSERVATION SERVICES "COMMON

GROUND" PROJECT.

THE GOAL OF THE PROJECT IS TO Build a lasting public

constituency to create a model public and private community

partnership for a metropolitan park, green space and

recreation area system that addresses the needs of people

and nature.

THE EFFORT IS TIED TO THE CONCEPT OF GREEN INFRASTRUCTURE--

ADVOCATED BY THE PRESIDENT'S COUNCIL ON SUSTAINABLE
